Add Email Notifications for Brand Authorization

Add automatic email notifications in the Customer Portal for brand authorization requests so submissions and status updates are easier to track.

When a client or sub-client submits a request, send an internal email notification to the designated team. When the request status changes to Approved or Rejected, send an email notification to the client who submitted it.
